VMs in private network not getting IPs

Hi,

I've installed Hyper-V on Win 8 machine and made 2 VMs with v-network adapter set to private but both are getting invalid IP's (169.x.x.x).  I do not want to access the internet, I just want to have the two VM's communicate with each other. I've tried enabling VLAN ID and setting each ID uniquely but nothing changed. 

Should I have something that will act as my DHCP server or is it just a check box I missed?

Edit: So I've took an old router and connected may computer to it via LAN to use to use it as a DHCP server. I've set the V-network adapter as external and defined my wired nic as the network adapter to be used. I've restarted the VMs, Hyper-V service and the computer itself. Sadly, it still doesn't work.
