2012 R2 bitlocker for fixed drives auto unlock needs to be enabled

I have several windows 2012 R2 Hyper-V servers using vhdx. I need to encrypt the fixed drives only with auto-unlock enabled. I got the drive encrypted, restarted, then I try to enable auto-unlock and I get the error below:

The operating system drive is not protected by BitLocker Drive Encryption

The C: does not require encryption.
How can I make this work properly for servers without encrypting the C:?

If the C: Drive needs to be encrypted can this be done on a Hyper-V 2012 R2 VM using a .vhdx?

Below is the GPO I have configured, the require setting has been changed to allow to match the others. (if that helps)
