High idle parent cpu usage

I've got a problem with the idle CPU usage of my Hyper-v VM. I am running Windows 10 on an Intel NUC i3 6100 model. When idle my CPU usage is about 3%.

I've set up a Hyper-v VM and installed CentOS 7. I've tried different configuration options:

- limit the VM to 1 core

- Give the VM all 4 cores

- Set RAM to dynamic

- Set RAM to fixed

The results are always the same, for an idle VM:

- CentOS is reporting near 0% CPU usage

- The Hyper-v Manager is reporting 0% CPU usage for the VM

- Windows 10 is reporting a 20-25% CPU usage *increase*

I've let the VM sit idle for 15 minutes, the CPU usage on Windows remains up by 20-25%.

Is this just normal behavior for an idle Hyper-v VM? Is CentOS not compatible with Hyper-v? Is CentOS not properly configured? I can't seem to figure out what is going on / wrong.
