Gen 2 VM status shows locked when first starting

Hi, I have a Gen 2 VM on a clustered host that when starting shows a status ofStarting (Locked) for a short time before starting normally.  In the Microsoft-Windows-FailoverClustering/Diagnostic log there is a 2051 error, but this error is not generated in the event log every time the VM starts with this status.

This error occurs with another Gen 2 VM on a different host in a separate cluster.  It appears to occur whether I configure the VM to boot from the efi file or from the HDD.

I haven't seen this with any of my Gen 1 VM's.  Does anyone know if this is normal behaviour for Gen 2 VM's or if there is some settings I haven't configured correctly?
