Can't run Hyper-V

I am having difficulty using Hyper-V client on a Dell Precision T5500 Workstation running Windows 8.1. The workstation has 2 Intel Xeon E5506 processors and 12 GB Ram. I have verified that the processors are SLAT-capable.

I have followed the instructions to enable Hyper-V on Windows 8.1. I have restarted my machine several times since I enabled Hyper-V.

When I look at the “Apps by name” screen it shows two Hyper-V management tools: Hyper-V Manager and Hyper-V Virtual Machine Connection. Neither tool allows me to create a new virtual machine. The Hyper-V Manager gives me only one action: Connect to Server. If I connect to the server on my local machine, the only action it gives me is “Remove Server”. In the Virtual Machines box, it has an error message: “Hyper-V encountered an error trying to access an object on computer “localhost” because the object was not found. The object might have been deleted or you might not have permission to perform the task. Verify that the Virtual Machine Management service on the computer is running. ” (I did try running it as administrator with the same results.)

Not only is the Virtual Machine Management Service not running, it is not even listed among the services available. There are 7 Hyper-V services available, but they all look like subordinate services. I tried to start several of these services manually, but they stopped immediately because they were not used. Any idea how to get Hyper-V working?
