VMQ Enabled But Not Working

I'm totally lost on this one...

We have 4 Hyper-V Host servers; DL560 Gen8s. All of them are identical except two have 2 x 1GB 4 Port 366FLR cards, and the other two have 1 x 1GB 4 Port 366FLR card + 1 x 10GB 2 port 530T card. All the Nics fully support VMQs and are enabled y default. All the servers are running Server 2012, fully patched, and the firmware and Nic drivers are the latest.

The servers with just the 366FLR cards use VMQs perfectly, without any issue. The other two show all the right settings, but the VMQs are not used.

I've tried taking the 10GB cards out of the equation and just run on the 366FLRs, but still the VMs do not use VMQs. I've even upgraded one of them to server 2012 R2, and still no luck.

I've checked the registry and RssorVMQPreference key are all set to 1. Also the VMs have use VMQs ticked for the virtual adapter.

So my question is: If the hardware supports VMQs, the NICs and vNICs have VMQ enabled, the base processors and max processors are set, what else can I check to see why they are not being used???
