How does Import work?

Hi

Import Virtual Machine confuses me!

I keep all my configs in the same folder. (Im not referring to the backup folder)
When I run the Import wizard pointing at this folder the "Select Virtual Machine" step only shows one of my VMs.
Why is that?

Hyper-v can import vms that has not been exported.
And "Copy" can be used to create a new VM:

I created a new test VM. It does not show up in the list.
How does this Import wizard decide who gets to be in this list?
