[Hyper-V Win Server 2012] Why are network speeds for VMs lower than speeds on HOST ?

We have recently leased a new DELL R510 server with the following specs:

2x X5650 6-Core
192GB DDR3
12x 15k RPM Disk on H700 H/W RAID0 (redundancy, ya I know!)
Couple SSD for OS !
10 Gbps WAN Port

So we have been using Hyper-V like forever (No VMWare, nothing else)..

This time however we moved all VM's from our old Win2k8 R2 box, to this one Win Server 2012 R2 x64

All machines turned on, configured with the default network adapter (not Legacy), Disabled all sorts offloading on the HOST External virtual adapter created by Hyper-V...

We did several tests on speedtest.net @ the HOST side
We could easily hit 700 Mbps of downloading and 100 Mbps uploading...

However on the same site and location the VMs would get a result of around 220 MB/sec max and 78 MB/sec DL/UL respectively..

That is considerably lower than the HOST,

We did NOT disable offloading on the Physical network adapter (Intel X520) as we thought it is not a good idea, we only disable it on the virtual adapter created by Hyper-V (External and Internal)

Our ultimate goal is for all our VM's to reach the full potential/speed of the network the HOST is on...

What to do to resolve this issue and meet our goal ?
