Virtual Machine Cpu

Hi,

I have 2 Server that are Hyper-v,

I have on the Hyper-v 2 terminal servers,

On 2 servers i give them 4 CPU, the CPU almost 100% i cant increase the CPU more than 4 CPU ? or that i have a another way ?
